The situation at present though quieter,
is far from normal, for the boycott still exists and the vernacular papers of the neighbouring provinces, and some of the papers printed in English e.g. The Canton Gazette, team with anti-British calumnies. The propaganda which I
propose is aimed to set forward impartially and with strict regard for the truth the correct news, and fairly to
represent British aims and actions.

It was at one time contemplated that it would be desirable to enlist the services of a specially
appointed officer to take charge of and co-ordinate all these activities. It would, however, appear from your
second secret telegram of 2nd April, 1926, that there are
some doubts as to the fitness of the gentleman suggested
for the position, and I am of the opinion that, for the
present at all events, such an appointment is unnecessary.

the two existing lines (a) The work undertaken by the Publicity Bureau for South China, and (b) the chinese vernacular newspaper the Kung Sheung Yat Po.

The Publicity Bureau publishes the "Daily Bulletin“ in English, a news-sheet started during the war for the dissemination of British was news, and it is through this bureau that the Government subsidy, which alone enables the Colony to receive a fairly full service of news of the world, is paid to Reuter's Agency. I do not attach great importance to the "Daily Bulletin”, but the cost of its production apart from the Reuter subsidy is practically covered by the subscriptions to it.
